If your organization has a content governance framework, congratulations—you're ahead of many. But here's the uncomfortable truth: that framework was almost certainly designed for a world that no longer exists.
Traditional content governance addresses questions like: Who can publish? What's the approval workflow? How do we maintain brand consistency? When does content expire? These remain important. But they don't address the new reality of AI-mediated content consumption.
What changed
Content governance evolved alongside the web. First-generation frameworks focused on basic publishing workflows. Second-generation frameworks added SEO considerations, accessibility standards, and multi-channel publishing. Most organizations operating today are somewhere in this second generation.
The AI era introduces fundamentally new dynamics that these frameworks don't account for.
Your content now has audiences you didn't plan for. When you published a policy brief, your intended audience was human readers—maybe donors, policymakers, or journalists. Now, AI systems are also "reading" your content, and they're using it to generate responses for millions of users in contexts you never anticipated.
Accuracy has compounding consequences. An error on your website was always a problem, but it was bounded—visitors would see it, and you could correct it. Now, an error can be ingested by AI models and reproduced indefinitely, at scale, potentially attributed to your organization.
Content lifecycle extends beyond your control. You could always delete or update a page. But once your content has been ingested into training data, it exists in a form you can't retract or correct. Your content governance framework needs to account for this permanence.
Attribution is no longer guaranteed. Traditional web content governance assumed that people would arrive at your content via links—carrying context about the source. In AI-generated responses, your content may be paraphrased, synthesized, or presented without attribution.
The three gaps in traditional frameworks
Gap 1: No AI actor in the stakeholder model. Content governance frameworks typically map stakeholders: authors, editors, approvers, audiences. AI systems are a new stakeholder category. They consume your content differently, have different "needs" (structured data, clear metadata, explicit statements), and create different risks. Your governance model needs to account for them.
Gap 2: No pre-publication AI impact assessment. Before publishing, most frameworks require editorial review, legal review (sometimes), and brand compliance checks. None include an assessment of how content might be used by AI systems. For high-stakes content—anything involving data about people, policy positions, or organizational commitments—this gap is significant.
Gap 3: No monitoring of AI representation. Post-publication governance typically means analytics: page views, time on page, conversions. But nobody is monitoring how your organization is represented in AI-generated content. This is a blind spot that grows more dangerous as AI adoption increases.
How to update your framework
You don't need to start from scratch. Most existing governance frameworks can be extended to cover AI considerations with targeted additions.
Add an AI layer to your content classification. Not all content carries the same AI risk. Evergreen factual content (programme descriptions, organizational information) is high-risk for AI ingestion because it's likely to be used in training data. Time-sensitive content (news, event announcements) carries different risks. Classify your content types by AI risk profile and apply appropriate controls.
Introduce AI-aware publishing guidelines. Train content editors to consider: Is this content structured in a way that AI can accurately interpret? Are key facts explicitly stated? Could this content be harmful if taken out of context? Should this content be accessible to AI crawlers?
Establish AI monitoring as a governance function. Someone in your organization needs to regularly check how AI models represent your organization, programmes, and positions. This should be a scheduled activity, not an afterthought.
Create an AI incident response process. When (not if) you discover that an AI model is misrepresenting your organization, you need a process for responding. Who is responsible? What are the escalation paths? What corrective actions are available?
Start with what you have
The goal isn't to build a perfect AI governance framework overnight. It's to ensure that AI considerations are part of your existing governance conversations. Add AI as a standing agenda item in content governance meetings. Include AI risk in your content review checklists. Start monitoring, even informally.
The organizations that integrate AI awareness into their existing governance practices now will be far better positioned than those that treat it as a separate initiative to be tackled later.
